Not always. Maryland's version of the 2021 residential building code does not allow a new roof over one that already has two or more layers or is water-soaked, and where a new layer is not allowed, a full roof replacement takes the old roof off down to the wood underneath.

Roof size and shape, the material you choose, and the condition of the wood under the old roof all change the price. Asphalt shingles and metal roofing are priced differently, and taking off extra layers or improving attic ventilation can add work. Get a free estimate to see what your roof needs.

The 25 percent rule comes from the Florida Building Code, not from Maryland. It limits how much of a roof section can be repaired or replaced in 12 months before the whole section must meet code. Maryland follows its own residential code for reroofing.
